This presentation will cover racial, sexual and disability harassment and the legal obligations of colleges and universities under federal civil rights laws to respond to harassment of students. We will discuss what constitutes harassment, when colleges are deemed to have received notice that harassment is occurring, and how colleges should investigate and respond. In addition, questions will be answered about OCR’s recent “Dear Colleague” letter on harassment. The letter is targeted to K-12 school districts, but the legal principles are generally applicable to post-secondary institutions as well.
